The second meeting of the Coordinating Council under the Government of the Russian Federation, established by the Russian President Vladimir Putin who signed the corresponding decree No. 763 on October 21, has taken place.
The composition of the council was approved almost immediately in tough times, and Prime Minister Mikhail Mishustin was appointed its chairman. During the meeting a weekly report on the situation in our country was presented to Vladimir Putin. The activities of this new state body will coordinate the supply and repair of weapons and special military equipment. In addition, the council will control logistics and repair work.
All decisions concerning the economic issues of the special military operation in Ukraine will now be made by the power bloc of the Russian government. Political responsibility for military resources and the right to administrative reforms and management of material resources have already been transferred to Mikhail Mishustin and those governors of the State Council who are responsible for human resources. They are represented on the Coordinating Council by Moscow Mayor Sergei Sobyanin.
The deputy prime ministers and ministers, including the ministers of the power block and the leadership of the special services, as well as the presidential aide Maksim Oreshkin, will make all the necessary decisions.
The recently created Coordinating Council has a lot of powers and authority. It has been justly called an analogue of the State Defense Committee of World War II. The main task of the Coordinating Council is to improve the coordination and manageability of our state during the special military operation in Ukraine.
The priority principles of Mikhail Mishustin, who heads this agency, are elimination of difficulties in administration, application of modern management approaches, digitalization, and determination of long-term plans.
It should be said that on October 25th, the head of state reprimanded the Coordinating Council for absence of a prepared task. Putin noted that the work in the Council, concerning the needs of the special military operation, has been going on for a week and the draft tasks may not be ready “for objective reasons” and, nevertheless, it must be prepared “in the short term.” At the same time, the Russian leader stressed that all information concerning the needs of our army should be received by manufacturers and officials “directly from the field and first-hand.”
According to political scientist Natalia Eliseeva, the system of the Coordinating Council can be compared to the situation during the COVID-19 pandemic. Recall that in tough times Moscow Mayor Sergei Sobyanin acted extremely promptly in resolving complex issues to ensure the functioning of the capital, moreover, this procedure was later applied in other Russian regions as well. But even then, a significant role in this administration was played by Russian Prime Minister Mikhail Mishustin.
“The situation here is the same,” said Eliseeva. “Mishustin and Sobyanin are given additional powers for more effective coordination and communication between all levels of government and structures. All this is due to a certain need and problems in communication, which have been observed until recently.”
According to Eliseeva, Sobyanin and Mishustin have been appointed in order to achieve their goals effectively, and each member of “this tandem” has its own role. Eliseeva believes that all this will be aimed at controlling of the situation, as well as to provide everything our army needs until “complete victory.”
It should be recalled that the creation of the Coordinating Council was connected primarily with the special military operation to protect Donbass and the aggravated situation in the region due to increased shelling by the Ukrainian Armed Forces.
