Eco-Industrial Parks to Replace Landfills

The Government of the Russian Federation has allocated 9.4 billion rubles ($154.76 mln) for creation of eight eco-industrial parks in the regions by 2024. Such resolution was signed by Prime Minister Mikhail Mishustin on October 31.

“We expect that these measures will not only help to reduce the load on the environment but will also become a promising investment in the economy of the regions,” said Mishustin.

The facilities is planned to be built within two years. The territories of such parks will recycle tires, plastic, and chemical waste. The parks are to be built in Krasnodar, Primorsky (Maritime) and Stavropol Territories, Leningrad, Moscow, Nizhny Novgorod, Novosibirsk and Chelyabinsk Regions. The local authorities must begin work by the end of 2024. By March 1, 2023 it is planned to complete the design and survey work and obtain the conclusions of state expertise for the enterprises.

Ecological Digital Operator, a subsidiary of Russian Environmental Operator (REO,) a public law company, will be the developer. REO is considering the possibility to compensate or co-finance projects of the park residents through bonds. The volume of support to enterprises may amount to more than 17 billion rubles ($279.88 mln.)

According to REO’s CEO Denis Butsaev, these eco parks will allow to create 11,346 new workplaces by 2030.

“The subsidy will be provided in the form of a property contribution by REO, which will invest the amount in the authorized capital of the developer Ecological Digital Operator. This will be capital investment in the construction of infrastructure facilities, including electricity, roads, drainage, gas supply, as well as science and technology center,” said Butsaev.

According to him, agreements on the establishment of enterprises for waste recycling and production of recyclable materials have been already signed with more than 25 future residents of created enterprises.

REO considers that these parks will allow “involving in economic circulation” up to 1.1 million tons of recyclable resources annually. The enterprises are created within the frames of the Closed-Loop Economy federal project in order to sort all the generated waste and reduce the level of garbage disposal by 50% by 2030.

“REO is also ready to provide support to the residents of eco-industrial parks. We are considering the possibility of compensating or co-financing up to 95% of the costs of creating resident facilities through financing from REO bonds. The support volume of such enterprises could amount to more than 17 billion rubles,” the press service of the company said.

What Regions are Planning

Nizhny Novgorod Region

The federal budget allocates 1.4 billion rubles ($23.05 mln) to the region for the construction of eco-industrial park, which will be created on the territory of the Zarya plant in Dzerzhinsk. It is planned to be put into operation in 2024. Nizhny Novgorod authorities agreed with 12 potential residents and are going to expand their pool.

The main amount of subsidy will go directly to the construction work, and 138 million rubles are allocated for the design. It is assumed that the area of the industrial park will be up to 18 ha. Capacity of production facilities on waste recycling placed there will make not less than 154.5 thousand tons per year.

Krasnodar Territory

The site for eco-park has not been chosen yet. However, it is known that the area of eco-park in Kuban will be up to 10 ha and there will be placed production facilities for disposal of solid municipal waste with capacity of not less than 60,000 tons per year. This will help to reduce the load on the environment and will become a promising investment into the regional economy.

1,306,572,000 rubles ($21.51 mln) will be allocated for the construction of the eco-facility in the Krasnodar Territory from the federal budget. The facility will be commissioned in 2024, and it will be built, as all others, by REO’s subsidiary enterprise, Environmental Digital Operator.

Lipetsk Region

Until now, all waste in Lipetsk and Lipetsk district settlements has been placed in the Tsentrolit landfill, which has exhausted its capacity and is the cause of numerous complaints from residents about foul odors. The landfill will be closed and recultivated by 2023.

It will be replaced by a new eco-industrial park, which will be located near the Stebaevsky village council in the Nikolskoye village in Lipetsk district. It will be a complex for recycling, utilization and disposal of waste. The eco-industrial park will receive waste from Lipetsk, as well as Lipetsk, Zadonsky and Khlevensky districts.

“The created facility will be the property of the Lipetsk Region, and its operation will be carried out by relevant services and specialists under the control of the regional administration,” the press service of the regional administration reported.

Closed-Cycle Economy

The eco-industrial Park is an association of producers of goods and services whose joint activities are aimed at improving the economy and the environment through the management of natural resources.

Production will take place in a closed system that is similar to natural ecosystems, meaning that the waste or byproducts in the production chain are raw materials for another production chain.

“The emergence of any industrial parks, especially eco-industrial parks that will operate without polluting the environment, can only be evaluated positively. The main thing is that this will bring income and jobs to the regions where they will be located,” said Abramov.

Creation of eco-industrial parks is provided by the Economy of Closed-Cycle federal project. Its main objective is to increase the use of secondary resources in agriculture up to 25% in agriculture, up to 20% in construction and up to 15% in industry by 2024.
