A number of important legislative measures bringing changes into the lives of Russians will come into effect in the last month of summer, said State Duma speaker Vyacheslav Volodin in his Telegram channel comments.
More payments to schoolchildren
Perhaps, this law on payments to schoolchildren will affect the largest segment of the population. Starting August 2, families with children from 6 to 18 years old are entitled to a one-time payment of 10,000 rubles ($136.70) per child. These lump-sum payments also apply to children aged 18 to 23 years who continue going to school due to health restraints.
To receive these payments, parents have to submit a corresponding application to the Pension Fund before November 1. The state allocated 204 billion rubles ($2.79 bln) for more than 20 million children. The benefit is also paid to families with children who will turn 6 years old by September 1, without the obligation to start school this year.
Tax deduction for sports activities
As of August 1, the Russians can apply for a tax deduction of 13% of the amount spent on sports activities. This includes money spent by the family on children's sports sessions. However, the maximum amount spent on sports activities should not exceed 120,000 rubles ($1,640.41) per year. The law sets the maximum deduction at 15,600 rubles ($213.25.) A receipt and a copy of the contract for the provision of cultural and health services will be required to get tax credits.
Pensions to be recalculated for working pensioners
Pensions for working pensioners are recalculated every year from August 1. The sum of the increase is individual and depends directly on the number of accumulated pension coefficients. One can get a maximum of three. This year the coefficient amounts to 98.86 rubles ($1.35.)
Compulsory civil liability insurance for vehicle owners without inspection
From August 22, car owners are not required to present a certificate of periodic technical inspection while getting their compulsory civil liability insurance. However, these relaxed conditions will not last long. Starting March 1, 2022, drivers will have to pay a fine of 2,000 rubles ($27.34.) if they have not passed vehicle inspection and have no certificate of periodic technical inspection. The availability of the certificate will be checked with the help of surveillance cameras. The fine can be issued once a day.
Far Eastern Hectare
Far Eastern hectare program participants [under a law by Vladimir Putin to give 1 hectare (2.5 acres) of free land in the Russian Far East to Russian citizens and foreign nationals as long as they live there for five years] who have used the leased or owned land plots now have the right to take an additional plot. From now on, a similar program will operate in the Arctic zone. Changes have been adopted to make it easier to obtain land for building homes and running business.
Information for hunters
The amendments to the acts ‘On hunting’ and ‘On fauna’ came into effect in the beginning of August. Heads of districts are allowed to regulate hunting season dates, types of hunting, and permissible hunting tools. All these changes have to be coordinated with the Ministry of Natural Resources. At the same time, a provision of the state cadastre of fauna was introduced. Chances are a ban on shooting of a particular species will be introduced if the number of animals decreases.
Other amendments
Auditory advertising is henceforth prohibited if the equipment is installed on the roof or the wall of a building. Starting August 25, notaries, when attesting the signature of a legal entity or private entrepreneur during their registration, will be obliged to send these documents to the registering body.
Stateless persons will now get temporary identity cards for a period of 10 years. After receiving this document, they will have to register not later than seven working days at the place of their actual stay. Foreigners will be able to get a tourist visa to enter Russia for a period of 6 months. From August 22 onwards, the foreign insurance companies will be held accountable if they impose additional services or refuse to conclude an insurance contract. Individuals who are not tax residents in Russia will be exempt from paying tax on profits they will have from state or municipal securities.
